Administrative Blocks are like Spherically Symmetric Molecules.
Dear Friends,
Why do we conclude that all the government officials/ all the government administrators/people in admin blocks are bad at work/ Lazy? What makes us conclude in that way? I think, it must be symmetry in nature.
The job specification of an administrator is most mechanical/ stereotypical job. They are basically not task oriented. They undergo Deja vu very often. This can say that their life is symmetrical in nature.
When we go down to the lane of molecules, Molecules which are symmetrical in nature are prone to have zero dipole moment, which can be neither accounted for rotational/vibrational spectroscopy.
When these molecules are centrifugally distorted,they account for very weak rotational spectra. Where as when these molecules are shined by an electromagnetic radiation, it undergoes polarization which results in an induced dipole moment, there by accounting for a Rotational Raman Spectra.
Here, the trigger is Light. Similarly, We also need people who triggers at administrative blocks. Higher officials/ Vigilance cell ensures that all these administrators work efficiently. Society can progress when the tasks are asymmetrical in nature.
In order to understand my statement, let me narrate with some instances:

Imagine a situation where you are supposed to change the address of your document, when you approach the R.T.O officials directly you find two kinds of people.
Spherically Symmetrical Case:
1) Who is highly mechanical/symmetrical:
These people do the jobs which are on par with process/ they work effectively for new documents, where as if you need some change in existing document, these people may make you wait for long time. Normally, we come across such people. This happens even in the molecular levels, these molecules do not account for Rotational/Vibrational spectrum, To resolve it, we must either take go to higher states of rotational/vibrational levels, there by creating a centrifugal distortion which gives a small dipole moment. Else, we must know the art of polarization, by shining some light. Which happens to be the case of Mediators who involve in the case to resolve all our documentations in R.T.O
Asymmetric Case:
2) Who is asymmetrical:
These people loves to take up your case, they suggest you all the process and they also guide you to the right person who can take up your case, We can find most of them in this case, but due to false media projection and also due to symmetrical people on top positions we fail to recognize such dedicated government officials.
In case, if you find such people, then your work is done. This happens even in the molecular levels, these molecules account for good Rotational/Vibrational spectrum, but it is very difficult to study them, we resolve the by Sub-Doppler resolution and finally we study the spectrum by constructing FORTRAT Parabola.
